Services performed by the Secretariat of the Construction Accident Investigation Committee

When significant accidents designated under the Ordinance of the Ministry of Land, Infrastructure and Transport (“significant accidents at building construction worksites” hereinafter) occur at building construction project sites, their circumstances and causes are investigated at building construction worksites in order to clarify the cause and prevent accidents. The circumstances and causes of significant accidents at building construction worksites are investigated by organizing the Construction Accident Investigation Committee as required.

Operation of the construction safety information system

  • Exploration and dissemination of risk element profiling

Education on the construction safety information system

  • Enhancement or promotion of safety mindset through safety education tour among building construction workers
  • Construction safety education conducted by touring five Regional Construction and Management Administrations subordinate to the Ministry of Land, Infrastructure and Transport semiannually (attended by approximately 5,000 persons/year)

Organization of the Construction Accident Investigation Committee

The Committee is organized with up to 12 members, including the chair, with approval by the Minister of Land, Infrastructure and Transport when a significant accident occurs at a building construction site. The members are selected from a pool of roughly 200 candidates by referring to reports on the status of accidents at building construction sites.

Procedure for organizing the pool of member candidates:
Organization plan based on consultation with the Ministry of Land, Infrastructure and Transport → Execution of recommendation letters → Preparation of coordination and commission by segment → Consultation with the Ministry of Land, Infrastructure and Transport → Commission of member pool scale up
